Thomas Harris was the first mayor of Victoria from 1862-1865. He was born in Herefordshire in England. He came to Victoria in 1858. Harris Green is named for him.

Richard Lewis was only mayor for one year, 1872.
He died only a couple of years later in 1875 aged 51. He arrived in Victoria in 1858 and seems to have been an architect.

Charles Redfern was mayor twice, first from 1882 to 1883 and then 1896-1899. He was a jeweller that arrived in Victoria in 1862.
