Victoria BC is an interesting city off of the coast of BC. I think it has everything to be one of the great cities on earth other than the public will to be the best.

Frozen fountains in Victoria December 2013
We had a few days of cold weather for Victoria, down to as low as -9. I had not expect several of the fountains to have been still operating but they were. Here is a bit of video of them from Monday the 9th as the weather was reaching zero
